We are looking for a freelancer senior PM for a project which deals with an initiative that will allow stakeholders to utilize public health data including a myriad of complex factors that drive epidemics. The system will support the discovery of hidden data partners that will improve the forecasting and prediction of epidemics.
Tasks
- The project consists of several workstreams for which the PM has management responsibility
- 1. Develop roadmap vison and concepts, packaged into presentational materials (video, PPT, infographic)
- 2. Develop a technical proposal for how to build the Big Data Framework
- 3. Design a governance approach
- 4. Define a business model for the implementation of system
- 5. Establish data protection and confidentiality governance
- 6. Develop technical working prototype
Essential Knowledge and Skills
- At least 7 years of recent professional experience in program/ project planning, management, and successful delivery of complex cross functional or interdependent projects, some of which should be at the global or international level
- Of which, 5 years of experience in successfully implementing IT software development projects and large application implementation in more than one location/site or projects with a wide end-user base
- Proven experience in working with senior-level management, including complex steering group setup consisting of internal stakeholders and external partners
- Organization and facilitation of workshops, appropriate effective communication, including excellent presentation skills, and change management in a decentralized multi-stakeholder environment
- Experience in facilitating workshops, presentations to senior stakeholders and managing change in a federated (decentralized) organization
- Proven leadership skills and decision making
- Proven skills in the areas of project management, planning, organizing, resourcing with a careful attention to detail to continuously monitor progress actions and initiatives
- Ability to adapt and manage deliverables and resources in a climate of change and to think and act quickly, sometimes under pressure, yet remain effective
- Ability to effectively collaborate with teams in an international, multi-cultural, multi-disciplinary environment separated by geographical locations and working under different time-zones
- Ability to promote best practices, advise on improvements, independently perform research, and apply information from a broad range of sources
- Excellent interpersonal skills with the ability to influence, negotiate, advocate, motivate, resolve conflict, and adapt relevant leadership styles to a variety of situations
- Excellent communication (both oral and written), problem solving and analytical skills
- Strong supervisory, organizational, management, and consultancy skills
- Expert knowledge in English
